Just before the revival of the new Doctor Who with Christopher Ecclestone staring as the Doctor, Russel T. Davies had already began development of a science Fiction Crime style drama in a format similar to American series such as Buffy the Vampire Slayer and Angel. The series was as far as I am aware originally not connected in any way to Doctor Who and was entitled EXALIBUR.

The project was shelved for a while and was given the codename TORCHWOOD (an anagram of DOCTOR WHO), then during production of the new Doctor Who in 2005 it was agreed that the new concept should be called Torchwood, the word Torchwood was then seeded into Doctor Who episodes as well as other media which aired in 2005 and 2006.

Set in Cardiff and following a covert agency called the Torchwood Institue which investigates x-file type activity such as ET Incidents the institute scavenges any alien technology discovered for its own use.

Russel T Davies works with other writers, mainly Chris Chibnall but also; P.J. Hammond, Toby Whitehouse, Helen Raynor, Cath Tregenna and Noel Clarke. Russel T. Davies wrote just the first episode.

Unlike Doctor Who, Torchwood does not centre on a single character (The Doctor) and his companion, it is very much a team effort.

The show is based around Torchwood Three, the Cardiff base who’s main (but not exclusive role) is to keep their peepers firmly on the space/time rift

Torchwood, unlike its parent programme, centres on a team instead of a single character and companion(s). The show is oriented on Torchwood Three, the Cardiff branch of the Torchwood Institute, tasked (among other things) with keeping an eye on the space/time rift that runs through the City.
